  1. No driver shall operate a vehicle at speed greater than the posted or implied speed limit.
  2. No person shall operate a vehicle at a speed greater than what is reasonable and prudent for the weather, road conditions, visibility or surrounding traffic.
  3. No person shall drive on a roadway in a manner that is to impede or block the normal movement of traffic unless the stop is necessary for safe operation.
  4. No person shall drive any of the following vehicles on a highway at a speed in excess of 55 miles per hour: A) A motor truck or tractor having three or more axles or any motor truck or truck towing another vehicle. B) A vehicle transporting explosives.
