  1. The driver of a motor vehicle when approaching an intersection which has official traffic control signals that are inoperative shall stop at the intersection and may proceed with caution when it is safe to do so.
  2. The driver of a motor vehicle who is intending to turn left or complete a u-turn on any roadway shall yield to any oncoming traffic that may constitute a hazard at any time during the turning movement and shall continue to yield to any approaching vehicles until it is safe to complete the turn.
